Closing Gitmo Won't Jeopardize Security - Business Insider

California Democratic Sen. Dianne Feinstein on Wednesday released a report?by the Government Accountability Office analyzing the feasibility of transferring the 166 detainees currently in custody at Guantanamo Bay to domestic prisons in the United States.

?This report demonstrates that if the political will exists, we could finally close Guantanamo without imperiling our national security,? Feinstein said. The senator requested the report in 2008.

?To say that high-risk detainees cannot be held securely in a maximum security prison is just plain wrong,? she continued.

?The United States already holds 373 individuals convicted of terrorism in 98 facilitates across the country. As far as I know, there hasn?t been a single security problem reported in any of these cases.?

According to the report, it costs $114 million annually to maintain the offshore?Guantanamo?Bay detention facility, which holds prisoners suspected of terrorism.

Feinstein noted that the report says the Bureau of Prisons already holds 373 convicted terrorists in 98 facilities. With some modifications, the report notes, six?Defense Department facilities and 98 Justice Department facilities could be used to house the transferred Gitmo detainees.

President Barack Obama promised to close the facility during the 2008 presidential campaign. In 2009, he signed an executive order requiring the prison to be closed within a year.

But the Guantanamo Bay detention center remains open, which some critics claim is Obama?s fault.

?Obviously Congress has taken a number of steps to prevent the closure of the prison at Guantanamo Bay, but the president still believes it?s in our national security interest and will keep trying,? National Security Council spokesman Tommy Vietor said in a statement reported by ABC News in July.

?Sen. Feinstein?s request for this GAO report raises even more suspicion about plans by the Obama administration to transfer Guantanamo detainees to U.S. prisons, and even more troubling is the fact that the report?s findings were kept secret from the Congress and the American public,? Virginia Republican Rep. Frank Wolf, the chairman of the House appropriations subcommittee overseeing the Justice Department?s budget, told Fox News.

The millionaire head of a controversial cosmetic surgery chain, the biggest in the UK, owned a secret offshore company linked to the clinic, it can be revealed.

Mel Braham's Harley Medical Group has attracted criticism for refusing free replacements to women during the PIP silicone breast implant scandal. The Guardian/International Consortium of Investigative Journalists (ICIJ) inquiry has now identified Braham, who has an address in London, as the man behind an anonymous offshore entity registered in the British Virgin Islands under the name The Memphis Company Ltd.

When asked about the tax advantages of having an offshore account, Braham at first denied any connection between his clinic and the British Virgin Islands entity. He wrote: "This Memphis company that you refer to, has not, nor ever has had, any connection with the Harley Medical Group. To the best of my knowledge it has never traded or had any business transaction with the Harley Medical Group."

However, when the Guardian provided detailed evidence that the Memphis Company was in fact administered from the London headquarters of his Harley Medical Group, at 11 Queen Anne Street near Oxford Circus, Braham did not respond with any further comment. He would not explain the role of the Memphis Company.

Braham's cosmetic surgery chain is easily Britain's biggest, with a turnover of around ?30m. Braham, who formerly ran a hair transplant clinic in New Zealand, and now lives in a luxury flat at Chelsea Harbour, is recorded as having made large sums out of the business. His UK-registered company, the Harley Medical Centre Ltd, paid him director's fees of more than ?500,000 in 2010 and 2011.

In addition, a cash dividend of more than ?1m was paid out to his interests in 2010, via an offshore nominee company in Guernsey.

According to the Washington-based ICIJ's research, the Harley Medical Group's then financial controller, Simon Brazier, dealt with The Memphis Company's routine affairs, but Braham signed some correspondence personally. After Brazier's return to New Zealand, his successor as financial controller at the Harley Medical Group, Toni Culverwell, took over the role in 2010. Braham also set up a sister BVI company with an "Irish Branch" called the Harley Medical Group (Ireland) Ltd, which is openly registered in Dublin.

Braham faced controversy when he insisted in January this year that the Harley clinics could not afford the surgery for free replacement of the silicone implants they had inserted into almost 14,000 British women. The French supplier of the cheap PIP implants, which contained industrial-grade silicone instead of the much dearer medical-grade gel and had proved prone to rupture, is in jail in France, awaiting trial.

Braham, who described himself as "the innocent party", was quoted as saying: "We don't have the number of surgeons, the hospitals and the anaesthetists and we don't have the financial capacity to do it for nothing."

"We do roughly 5,000 to 6,000 operations a year and are not capable of adding another 13,900 on top of that."

Braham demanded the NHS pay for the bulk of the costs.

Faced with a legal class action from a group of aggrieved women demanding compensation, it was disclosed this month that Braham has now put the Harley Medical Centre Ltd into administration, while reopening and carrying on operations under another name, Aesthetic and Cosmetic Surgery Ltd. A Harley spokesman was quoted as saying: "Legal claims against Harley Medical Centre will no longer be able to take place." He added: "We were ... faced with liabilities arising from a class action that we simply wouldn't have been able to survive."

Analysis of conflicting fish oil studies finds that omega-3 fatty acids still matter

ScienceDaily (Nov. 28, 2012) ? Literally hundreds of clinical trials, including some that have gained widespread attention, have been done on the possible benefits of omega-3 fatty acids for the prevention of heart disease -- producing conflicting results, varied claims, and frustrated consumers unsure what to believe.

A recent analysis done by scientists in the Linus Pauling Institute at Oregon State University, published in the Journal of Lipid Research, has sorted through many of these competing findings, and it helps to explain why so many of the studies seem to arrive at differing conclusions.

The review concludes that both fish consumption and dietary omega-3 fatty acid supplements may still help prevent heart disease; that some fatty acids, from certain sources, are more effective than others; that these compounds may have enormous value for serious health problems other than heart disease; and that the very effectiveness of modern drug therapies for heart disease may be one explanation for the conflicting findings on the benefits of omega-3 fatty acids.

"After decades of studying omega-3 fatty acids, it's clear that they have value in primary prevention of heart disease," said Donald Jump, author of the analysis, a principal investigator in the Linus Pauling Institute, and professor in the OSU College of Public Health and Human Sciences.

"It's less clear how much impact fish oils have in preventing further cardiovascular events in people who already have heart disease," Jump said. "The studies done several decades ago showed value even for that patient population, but the more recent studies are less conclusive. We believe that one explanation is the effectiveness of current state-of-the-art treatments now being offered."

Some of the earliest work that raised interest in omega-3 fatty acids was done in the 1970s with Greenland Inuits, who ate large amounts of fish and were found to have unusually low levels of cardiovascular disease. But, Jump said, millions of people now at risk for cardiovascular disease take medications such as statin drugs for high cholesterol; fibrates for high triglycerides; anti-thrombotics to thin their blood; and other drugs with anti-inflammatory or anti-arrhythmia effects.

Fish oils can have positive effects on virtually all of these same cardiovascular risk factors, Jump said, but so can the drugs.

"Some of the early studies done on fish oil were prior to so many effective medications being widely available and heavily used," Jump said. "And people often forget that nutrients, like fish oils, are less potent than prescription drugs, and often have their best value when used for extended periods.

"When so many people in these studies are taking a regimen of medications to address the same issues that fish oil might also affect, it's easy to understand why any added benefit from the fish oils is more difficult to detect," he said.

The point, Jump said, is not that omega-3 fatty acids have no value -- they do. But for studies of their value in cardiovascular disease, which are often done when patients are taking other medications, that value is less clear.

A wide body of other research, he says, makes it clear that omega-3 fatty acids also have health benefits that go beyond cardiovascular disease. They have been shown to improve visual acuity; improve cognitive function and reduce dementia; reduce inflammation and perhaps some types of cancer, such as colon cancer; and reduce total mortality.

Among the findings of this review:

  • An important type of omega-3 fatty acid for human health is DHA, which is the predominant omega-3 fatty acid that accumulates in tissues.
  • Plant-derived sources of these fatty acids, such as flaxseed oil or chia seeds, have less benefit than those from cold-water fish, because of differences in how the human body processes these nutrients.
  • For individuals unwilling or unable to consume fish or fish-oil supplements, some products made from yeast or algae are high quality.
  • It's difficult to be certain of the amount of omega-3 fatty acids in farm-raised fish, since these fish require dietary omega-3 supplementation.

"We still believe the evidence is strong that the EPA and DHA content in heart tissues and blood is important to health and to the prevention of cardiovascular disease," Jump said. "To meet the current recommendations for primary prevention of cardiovascular disease, individuals are advised to consume 200-300 milligrams of combined EPA and DHA per day."

Athens, Greece ? European and global financial leaders have agreed to release $57 billion in critical loans to Greece and provide billions in additional debt relief in order to help the country stabilize its ailing economy.

After three weeks of negotiations, Greece?s euro partners and the International Monetary Fund agreed early Tuesday morning to release the loans in four installments beginning next month. The leaders also settled on a raft of measures ? including a debt buyback program and an interest rate cut on loans ? that will reduce the country?s debts by about $52 billion.

Greek Prime Minister Antonis Samaras hailed the agreement in Brussels as a victory. "Yesterday, a very grey, a very dark time for Greece ended definitively," he said in a televised address to the nation, adding that the agreement "managed to ensure us remaining in the euro."

But the country will still face years of economic pain as austerity measures agreed to as part of the bailout package are implemented.

Most stock markets in Europe were modestly higher on the news out of Brussels with the Stoxx 50 index of leading European shares closing up 0.2 percent. Meanwhile the euro gave up earlier gains to trade 0.4 percent lower at $1.2941. The interest rate charged on Greece?s benchmark 10-year bonds, an indicator of investor confidence in a country?s finances, fell 0.2 percentage points to 14.47 percent on the news of the debt deal.

"There remains the potential for this deal to fall apart in the medium term as there are a lot of moving parts and it is a long way away from the permanent fix that the IMF had been insisting upon," said Gary Jenkins, managing director of Swordfish Research.

"It is just one more big kick of the can down the road."

For three years, Greece has been struggling to convince markets as well as its creditors that it can get a grip on its public finances, which had spiraled out of control. The country is predicted to enter its sixth year of recession and is weighed down by an unemployment rate of 25 percent.

The so-called troika of the European Central Bank, IMF and the European Commission has twice agreed to bail out Greece, pledging a total of $310 billion in rescue loans ? of which the country has received about $194 billion so far. In return for its bailout loans, Greece has had to impose several rounds of austerity measures and submit its economy to scrutiny.

Without the bailout money, the country would be facing bankruptcy and a possible forced exit from the 17-country eurozone. This would have potentially chaotic repercussions for the world economy.

Nonetheless, the spending cuts and reforms insisted on by the troika have been painful. Ordinary Greeks are struggling to make ends meet as wages have been cut and taxes increased. The country is routinely shut down as strike after strike is called in protest of yet more austerity. Meanwhile, extreme political views on both the left and right are enjoying increased popularity.

The eurogroup and IMF agreed to release in December $43 billion in loans originally scheduled for June. The remainder will be issued in three installments in the first quarter of 2013. The money will be used to help recapitalize Greece?s struggling banking industry and pay back suppliers, including its pharmacists which have gone for months without any payment from the Greek state welfare system.

Greek Finance Minister Yannis Stournaras said the deal was "very important for it keeps Greece in the euro, offers it a significant opportunity to exit the vicious cycle of recession and over-indebtedness, and contributes to its debt reduction."

But Germany?s finance minister, Wolfgang Schaeuble, warned that Greece still has to stick to its side of the bargain for the bailout loans and debt relief to work.

"We can do what we want, from the IMF to the eurogroup, if Greece itself doesn?t implement the necessary, difficult reforms and adjustment measures step by step, then it?s a mission impossible," he told reporters in Berlin.

The meeting in Brussels was the third time in the three weeks that eurozone finance ministers had tried to hammer out a deal on the next installment of bailout money for Greece.

The main aim of the bailout program is to right Greece?s economy and get it to a point where it can independently raise money on the debt markets once the bailout loans start to run out at the end of 2014. It has been clear for months that the country is far from achieving that goal. Greece?s debt levels are expected to hit 190 percent of its annual economic output next year? some $470 billion. The talks have centered on trying to get Greece back on the path to sustainability by reducing the country?s debt load.

BRUSSELS: Greece won breathing space on Tuesday with long-frozen eurozone loans to restart from December and a first clear admission that a chunk of the country's debt burden will need to be written off down the line.

After 13 hours of talks in Brussels, the eurozone and the International Monetary Fund agreed to unlock 43.7 billion euros ($56 billion) in loans and on the need to grant significant debt relief for decades to come.

Greece must still meet a series of agreed conditions but "the decision will certainly reduce the uncertainty and strengthen confidence in Europe and in Greece," said European Central Bank President Mario Draghi who left the talks before a final press conference.

Starved of bailout financing since the summer, Greek Prime Minister Antonis Samaras hailed the deal in Athens, while German Finance Minister Wolfgang Schaeuble said the package would be presented to German lawmakers by the end of the week.

Other member states will also have to obtain their parliament's approval for the deal.

"Everything has gone well," Samaras told reporters in Athens.

"All Greeks have fought (for this decision) and tomorrow is a new day for every Greek person," he added.

Finance ministers, the IMF and the ECB said the money would be paid in four installments from Dec.13 through until the end of March, conditional on Greece funnelling income back to creditors at source and on the implementation by Athens of tax reforms settled with creditors.

The initial market response was upbeat.

On currency markets the euro was stronger in Asian trade as investors breathed a sigh of relief over the deal for Greece.

The 17-nation currency bought $1.2980 and 106.46 yen in Tokyo morning trade after briefly topping $1.30 for the first time in about a month.
That was up from $1.2971 and 106.38 yen in New York trade late on Monday.

Asian stock markets also enjoyed the news in early trading, with Tokyo shares rising 0.38 per cent by the break, Hong Kong up 0.25 per cent and Sydney gaining 0.68 per cent.

The results of the "labourious" negotiations according to IMF head Christine Lagarde are intended to see Greece's debt-to-GDP ratio fall from an estimated 144 percent to 124 per cent come 2020, and "substantially below 110 per cent" of gross domestic product by 2022.

"The IMF wanted to make sure the euro partners would take the necessary actions to bring Greece's debt on a sustainable path," said Lagarde.

"I can say today that it has been achieved."

There will be a mixture of techniques used to bring down Greece's debt burden.

These will begin with a buyback by Greece of old debt that has fallen in value on commercial money markets as well as national central banks across the eurozone foregoing profits on holdings of Greek debt whose worth has slumped.

With the release of more and more hybrid and EV models, it may be difficult to understand some of their more subtle differences.? In the case of hybrids and plug-in hybrids, while there are certainly some engineering differences, from an emergency responder perspective they are handled the same.

Hybrids are self-contained units that use both electric motor(s) and an internal combustion engine (ICE) to propel the vehicle.? The high voltage battery is recharged through power taken from the ICE and through a process called regenerative braking that captures energy from the braking process.? Both of these methods ensure that the user never has to consciously make an effort to charge the battery, it?s done automatically.

Plug-in hybrids are simply an offshoot of that concept; they allow for a connection to be made to a Level I or Level II charging station for another charging source for the high voltage battery.? These vehicles also include a larger capacity battery to store that extra energy and improve the overall energy efficiency of the vehicle.? In the event that you cannot connect to a charger, the high voltage battery is recharged through the same means as a standard hybrid.? Ironically enough when hybrids first were released, there was a concern among manufacturers that people would not understood that they did not need to be plugged in.? A decade later that concept has become more acceptable to the general public and the plug-in hybrid was born.

There is essentially no difference for the first responder in how we handle these vehicles in an emergency situation.? Both types contain a high voltage power source and an internal combustion engine with a fuel source and should be treated as such.? The only real difference would occur if the plugin hybrid was attached to the charging station at the time of the incident.? In this case you would want to secure the power source supplying the charging station as a first step in mitigating the scene.

As always, be sure to use the Identify, Immobilize and Disable approach on all vehicles and assume there is a potential to be dealing with a hybrid or electric vehicle when approaching a crash or fire scene.

If you're like us, seeing that transforming RC robot in the spring was a mild form of torture without any clues as to when (and if) we could try it for ourselves. Kenji Ishida has clearly been busy assuaging our fears since then, as he just took the wraps from what should be the finished version of his brainchild. The now Brave Robotics-branded machine is more polished, with a 3D-printed shell, but it's the technical upgrades that will have more of us scrambling for the product page: the production model is toting a missile launcher in each arm as well as a WiFi camera to follow its exploits in both car and robot modes. Anyone who wants the robot as quickly as possible will have to contact Ishida-san, if it's not too late; there are just 10 units in the initial batch, and pricing is only available on request. A one-month wait for shipping will scuttle any hopes of getting one as a timely gift, too. That said, we can only imagine that any robotics fan would be ecstatic to get an IOU under the tree for Brave Robotics' project.

SAO PAULO (AP) -Brazilians have voted to name the 2014 World Cup mascot Fuleco.

FIFA says more than 1.7 million people in Brazil took part in the vote to select the name for the three-banded armadillo. The other options were Zuzeco and Amijubi.

Fuleco comes from the Portuguese words "futebol" (football) and "ecologia" (ecology), and FIFA says it "seamlessly represents the way in which the FIFA World Cup can combine the two to encourage people to behave in an environmentally friendly way."

Football's governing body said Sunday that Fuleco received 48 percent of the vote, while 31 percent went for Zuzeco and 21 percent for Amijubi.

At this point, the most vexing question about the 49ers isn?t which quarterback they?re playing this week, it?s who exactly do they think they?re kidding?

Even after incumbent starter Alex Smith was cleared after a concussion, the 49ers started Colin Kaepernick in yesterday?s win at New Orleans.

And it may well have been the right call.

The 49ers played it coy before and after the game, with coach Jim Harbaugh trying to again foil diabolical reporters with his cunning game of espionage.

?We?ll look at the game and make the best decision going forward,? Harbaugh said, via Matt Maiocco of CSNBayArea.com.

Whatever you say, Jim.

This one seems fairly apparent, even if it?s not exactly fair.

As efficient as Smith has been at the helm of the 49ers the last season and a half (19-5-1 as the starter), Kaepernick has a wider array of skills, and can make some of the downfield throws that Smith simply cannot.

But they persist with the facade.

Kaepernick said he wasn?t told he?d start until a 10 p.m. meeting Saturday night.

Which is fine, except the reports that Kaepernick being told he?d start began Wednesday night with one from Sports Illustrated?s Jim Trotter, who has no interest in hiding the truth to create a competitive advantage for one team or another.

But Harbaugh said Sunday the only reason Smith didn?t start was because he didn?t want to rush Smith back into action after he was cleared late in the week.

?He eventually got cleared,? Harbaugh said. ?The thought was to rotate him back into the action, but not all the way to the front line. Give him a chance to get cleared up.?

The 49ers? intent to create mystery will be cleared up when one of them takes the field against the Rams next week. Until then, play along with Jim. Thinking he?s fooling anyone seems to make him happy.

Rolling Stones mark 50th year with London show

LONDON (AP) ? The Rolling Stones made a triumphant return to the London stage on Sunday night in the first of five concerts to mark the 50th anniversary of their debut as an American-oriented blues band.

They showed no signs of wear and tear ? except on their aging, heavily lined faces ? as frontman Mick Jagger swaggered and strutted through a stellar two-and-a-half hour show. He looked remarkably trim and fit and was in top vocal form.

The Stones passed the half-century mark in style at the sometimes emotional gig that saw former bassist Bill Wyman and guitar master Mick Taylor join their old mates in front of a packed crowd at London's 02 Arena.

It was the first of five mega-shows to mark the passage of 50 years since the band first appeared in a small London pub determined to pay homage to the masters of American blues.

Jagger, in skin-tight black pants, a black shirt and a sparkly tie, took time out from singing to thank the crowd for its loyalty.

"It's amazing that we're still doing this, and it's amazing that you're still buying our records and coming to our shows," he said. "Thank you, thank you, thank you."

Lead guitarist Keith Richards, whose survival has surprised many who thought he would succumb to drugs and drink, was blunter: "We made it," he said. "I'm happy to see you. I'm happy to see anybody."

But the band's fiery music was no joke, fuelled by an incandescent guest appearance by Taylor, who played lead guitar on a stunning extended version of the ominous "Midnight Rambler," and Mary J. Blige, who shook the house in a duet with Jagger on "Gimme Shelter."

The 50th anniversary show, which will be followed by one more in London, then three in the greater New York area, lacked some of the band's customary bravado ? the "world's greatest rock 'n' roll band" intro was shelved ? and there were some rare nostalgic touches.

Even the famously taciturn Wyman briefly cracked a smile when trading quips with Richards and Ronnie Wood.

The concert started with a brief video tribute from luminaries like Elton John, Iggy Pop and Johnny Depp, who praised the Stones for their audacity and staying power. The Stones' show contained an extended video homage to the American trailblazers who shaped their music: Muddy Waters, John Lee Hooker, Otis Redding, Bob Dylan, Johnny Cash and others. The montage included rare footage of the young Elvis Presley.

The Stones began their professional career imitating the Americans whose music they cherished, but they quickly developed their own style, spawning hundreds ? make that thousands ? of imitators who have tried in vain to match their swagger and style.

The concert began with some early Stones' numbers that are rarely heard in concert, including the band's cover of the Lennon-McCartney rocker "I Wanna Be Your Man" and the Stones original "It's All Over Now."

They didn't shy away from their darker numbers, including "Paint It Black" and "Sympathy for the Devil" ? Jagger started that one wearing a black, purple-lined faux fur cape that conjured up his late '60s satanic image.

He even cracked a joke about one of the band's low points, telling the audience it was in for a treat: "We're going to play the entire "Satanic Majesty's Request" album now," he said, referring to one of the band's least-loved efforts, a psychedelic travesty that has been largely, mercifully, forgotten.

He didn't make good on his threat.

He also made fun of the sky-high ticket prices, which had exposed the band to some criticism in the London press.

"How are you doing up in the cheap seats," he said, motioning to fans in the upper rows of the cavernous 02 Arena. "Except they're not cheap seats, that's the problem."

But Jagger seemed more mellow than usual, chatting a bit about the good old days and asking if there was anyone in the crowd who had seen them in 1962, when they first took to the stage.

He said 2012 had been a terrific year for Britain and that the Stones nearly missed the boat, playing no role in the celebration of the Queen's Diamond Jubilee, the London Olympics, or the new James Bond film.

"We just got in under the wire," he said. "We feel pretty good."
